The Municipality of Shelburne has approved a new service delivery model for the Construction and Demolition (C&D) Site, also known as the Regional Materials Recovery Facility (RMRF), located at 4571 Highway 3, West Green Harbour.
The decision was made during the Municipality of Shelburne’s Special Council meeting held on December 18, 2025, after careful consideration of budget, public response, and stakeholder consultation. While Council has confirmed the direction for a new operating model and revised hours of operation, several details remain under development, including operational logistics, as well as the negotiation of related service and staff contracts.
The new bin service model and updated hours of operation will take effect on April 1, 2026. Until that time, the C&D Site will continue operating under the current service model and schedule, through March 31, 2026.
Upcoming Changes
• New Service Model: Purchased Covered Bin Model
• New Waste Sorting Model: Mixed C&D waste collected with the exception of Treated Wood and Rope being separated
• New Hours of Operation: 4 days/week from March through November and 2 days/week from December through February (days to be determined)
• Effective Date: April 1, 2026
The C&D Site plays an important role in local waste diversion and materials recovery, and the updated service model is intended to support operational sustainability, efficiency, and service delivery for the region, while complying with mandatory permitting regulations.
